
According to foreign media reports, Trump, the United States, confirmed on the 11th that he asked the technology manufacturer NVIDIA (NVIDIA) to charge 15% of the chip sales in China as a license fee. Trump revealed that he initially asked for a charge of 20%, but after consulting with NVIDIA executive chief Huang Ren fell to 15%.
According to CNBC, Trump commented on the NVIDIAH20 chip, called "inherently old chip" and "timed". China has already owned similar chips. The H20 chip is a chip specially designed for the Chinese market, with a degraded performance and was launched after the Biden administration implemented artificial intelligence chip export control in 2023.
The Trump administration said in April that H20 chip exports needed permission, Huang Rensha said in May that "effectively close" NVIDIA's Chinese market sales. NVIDIA estimated that before the sales stopped, H20 chips are expected to be sold for about US$8 billion in July. A NVIDIA spokesperson said that China's H20 has not been exported for several months, but hopes that export controls can allow the United States to compete with China.
Trump emphasized the advancement of NVIDIA's fastest artificial intelligence chip "Blackwell". He called Blackwell "super, super advanced" and "the world's latest and largest" chip. It is unparalleled and will not be available in five years. Trump will not allow Blackwell chips to be sold to China without a significant reduction (such as 30% to 50% reduction in performance). Huang Rensheng should visit him again and discuss the Blackwell chip export license.
The United States implements export controls because it is worried that providing China's advanced chips may enable artificial intelligence to develop beyond the United States and threaten the U.S. national security structure. Huang Renshi once said that the use of American technology by Chinese artificial intelligence developers is more beneficial to American national security, making it impossible for China to use NVIDIA chips, and instead encourages Chinese chip industry to welcome the rise.
In addition to NVIDIA, Baigong officials have proved that Super Micro (AMD), the second largest artificial intelligence chip manufacturer, will also pay 15% to obtain the export license for the Instinct MI308, designed for the Chinese market.
